What varies, country to country

• Who runs it - a national companies registry, a tax authority, a chamber of commerce, or some combination.
• What it publishes - company particulars only, or officers and shareholders too, or a genuinely separate beneficial-ownership register.
• Access method - a public API, a bulk data download, a paid subject-person agreement, or a manual web lookup with no API at all.
• Licence terms - open for commercial reuse, restricted, or simply unclear until someone asks in writing.

Beneficial-owner registers are frequently a separate, gated dataset

Since 2022, a CJEU ruling narrowed public access to EU beneficial-ownership registers specifically - many EU states now require a demonstrated "legitimate interest" to access that data at all, separately from the underlying company register, which often stays more openly accessible. A country having an open company register does not by itself mean its beneficial-ownership data is equally accessible - the two are commonly gated differently, and Keizu treats them as the separate facts they are rather than assuming one implies the other.
